Environmental organizations are obviously campaigning for this to be cut as far as possible, and there are even government departments which are actively encouraging the recycling of ink cartridges. The important consideration from the point of view of the consumer is that the ink refill should be of the same quality as you would get if you bought a new cartridge. This is possible if high quality ink is used.

Whether you choose to buy a new laser color toner cartridge or one of the other solutions, you will want to make sure are buying the highest quality possible at your chosen price point. If you look at the website of the printer manufacturer, you will get an idea of the maximum price you can expect to pay. From there, you can try to find products of nearly the same quality for the cheapest possible price.
